水利部：建立健全水土保持协调机制 发挥流域管理机构作用******

　　国务院新闻办公室于1月12日举行新闻发布会，介绍加强新时代水土保持工作有关情况。会上，水利部副部长朱程清介绍，水土保持是生态文明建设的必然要求。加强新时代水土保持工作，必须要坚持和加强党对水土保持工作的全面领导，加快构建党委领导、政府负责、部门协同、全社会共同参与的水土保持工作格局，推动各方面和全社会进一步统一思想、凝聚共识、落实责任、形成合力。

　　《关于加强新时代水土保持工作的意见》（以下简称《意见》）聚焦解决水土保持领域的体制性障碍、机制性梗阻、政策性创新问题，围绕加快构建水土保持工作格局，提出了一系列体制机制改革创新举措，主要是以下几个方面：一是在组织领导方面。《意见》强调要坚持和加强党对水土保持工作的全面领导，实行中央统筹、省负总责、市县乡抓落实的工作机制，实行地方政府水土保持目标责任制和考核奖惩制度。二是在统筹协调方面。《意见》明确提出国家层面要建立水土保持部际协调机制，水利部要发挥好牵头组织和统筹协调作用，相关部门要强化协同配合。三是投入机制方面。《意见》明确中央财政继续支持水土保持工作，地方各级政府要保障水土保持投入。

　　The election once reached a stalemate due to intense partisan strife, inner-party struggle among the Republicans, uneven distribution of interests, and more.
